Bleach, but it was good for a while. Naruto didn't always suck, but I never found it more than mediocre.
Bleach is about swords. Your opinion is suspect and or biased.
Bleach was pretty good for the initial arc, then it was okay up until around Ichigo's fight with Zenpachi in the Soul Society arc. After that, it took a nosedive, and rarely came back up to okay, and even rarer did it slide back up towards 'good'.
Naruto was pretty consistently okay. There were some highlights even during the initial storytelling (Haku and Zubuza's final scenes were cool, and fit well with the theme of the story, as well as changing the tone of the story to something a bit darker).
Naruto never had an arc which was as consistently cool as Bleach's first arc (before Soul Society), but Naruto has also never had an arc which nosedived for as long as Bleach has.
And then there are all the highlights I've mentioned in this thread before, such as Kakashi Gaiden, Jiraiya's death, etcetera.
Naruto did take a nosedive after the timeskip, but it was more 'mediocre shonen' quality with many logical inconsistencies than 'bad shonen with an overemphasis on extended fight scenes' quality.
I thought the downhill creep (not a nosedive until Ulquiorra's second transformation, in my opinion) hit when they, like, actually had to deal with the Aizen plot twist (which amused the hell out of me).
I think the Deicide arc was good.
As for the entirety of Bleach, I'm sure that it did take a serious nosedive when it came to the Ichigo/Kenpachi fight. While I like to claim everything after Rukia gets kidnapped was bad, the initial Soul Society arc presented us with a "Get Rukia, get out, have the Soul Society be a background organization that checks up on the urban fantasy action once in a while" after that fight everything was "New character of some sort, is his sword/whatever stronger than Ichigo's?" then all of Ichigo's friends stopped mattering and freaking Aizen started mattering.
The same Deicide arc that had the magic hoagie, and two of the top three Arrancars getting jobbed, and final Getsuga Tensho? >_>
Zenpachi's fight was the catalyst for many of Bleach's problems, if I recall correctly.
It was where Ichigo started the trend of getting powerups, it was where the show stopped focusing on Rukia and dealing with the fights as a means to get past the opposition in favour of showcasing the fights, and it was where Ichigo started (or at least, it was shown that he was) actually enjoying fights, rather than just dealing with them, and the whole damn fight took too long.
The show could have taken a step up when Ichigo got his Bankai, as then he was on an even footing with the Captains, had a slight edge, and was actually working within the theme of the zanpakuto, but then he fought Byakuya and the Hollow took over (which was fine, sort of, but was still an example of a fight that focused on the fight rather than stalling/defating Byakuya), and then it just nosedived completely when Aizen showed up. lolAizen
Within Naruto, there is a lot of fights, much as in most shonen, but the fights were actually relevant to the events going on around them, and were rarely (not never, mind you) used to show off people's abilities.
Times like... well, I guess you could use Naruto's fight with Gaara to contrast with Ichigo's fight with Zenpachi. I'd have to say that I preferred Naruto's fight with Gaara; although Ichigo's fight was done better, Naruto's fight fit better within the overall themes, affected both Naruto's and Gaara's development, and both the pretext for the fight (Konoha's invasion) and the excuse for Gaara being so strong (Jinchuuriki) were both pulled off fairly well, while in Ichigo's fight, he just kind of fought Zenpachi and Zenpachi was really strong for some reason.
I mean whatever arc had Ichigo quit being a soul reaper and the fullbrings. I can never remember the actual name and Deicide seems to fit.
I didn't read that arc, but I suppose it couldn't have been too terrible, at least compared to Ichigo literally fucking raising himself from death. I'm still really disappointed that Ichigo probably isn't a power vampire. And that he's one of the least interesting characters in the series.
I'll not debate the thematic/character development comparison with Nova, since I honestly never watched Naruto or Bleach for the characters.
Ichigo could have been interesting if they'd gone with his original "I don't want to do this" characterization, then he got a little... bloodlust-ey I guess? Generically bloodlusty, if that's a thing?
I still wish we could have seen like, one arc involving Ichigo, Rukia, Uryuu, Chad and Orihime fighting together (at once) to defeat a bad guy. I mean, you create an interesting group and then don't use it...
They just kinda . . . got rid of the character, if that makes sense.
But the characters are Naruto's strongest part! Ignoring the characters is ignoring one of the show's best bits
Thematic developments and how they tie into the show are also a big part of it. Naruto always did have a lot of shonen fights like Bleach did, but where Bleach stopped the progression of the plot in order to have Ichigo fight against yet another person for another ten episodes, Naruto progressed the plot along with the fights. That is, again, seen during the Invasion of Konoha/Sasuke Retreival Arc, where all the minor fights are used to set up obstacles, goals and progression for the missions.
