They're remixes of tracks from two games: Suguri and Acceleration of Suguri. These are Japanese indie games, from Orange Juice, the same developer that later made 100% Orange Juice. This is more up their usual alley though, since both of these games are shmups.
The character on the album cover is Suguri herself. The other characters are other characters from the games, specifically Kae, [dunno the name], Saki, [dunno the name], Iru, Kyoko, and the pothead being tossed around is named NoName (really, he is).

There's a web documentary on dungeon synth on YouTube. I wanted to share it with you guys, you know I've been posting dungeon synth so it's fun to see somebody made a decent review of the genre.
