It's a massive promotion on Steam, Valve's PC game digital distribution service. Where thousands of gamers clamor to give Gabe Newell their money in exchange for games at low, low prices.

Q: Wow that's a lot.
That's not a question, but yeah it is. There's a joke that these sales will drain your bank account dry, and for a lot of people that's exactly what happens. If you don't want to spend a lot of money, my suggestion is to put a set amount of money in your Steam wallet, this way you can budget yourself and discourage impulse buying.
Q: Doesn't Valve do other stuff besides the sale?
Yes, normally Valve does some sort of ARG or something similar involving Steam achievements for even more stuff. However, this year there isn't much indication that they'll be doing anything like that.
EDIT: They aren't doing any sort of summer camp promotion. Instead they have 8-hour "flash" deals where users can vote on what games go on sale next.
EDIT 2: There is a badge system tied to the sale, but it's not clear if it does anything.
Q: HELP! Steam is bugging out!
Yeeeaahh, the massive influx of traffic during these sales tends to melt Valve's servers. This gets especially bad around 10:00 AM PST when the daily deals are updated. Just keep trying or wait until the initial rush dies down.
Q: What about other sites?
Others sites have been known to have sales alongside Steam. Amazon did one a week ago, and Green Man Gaming is doing something too. The OP will be updated with information about other sales as I come across them.

I'm thinking of getting Legend of Grimrock, but it interested me a lot less once I found out the dungeon was pre-mapped rather than random.
Just bought Terraria, also have that CKII expansion and the Indie Bundle 1 in my cart.
About that last one, once I buy it I'm not gonna be interested in the games that aren't Cave Story or LoneSurvivor so I'd be happy to trade them for something else.
Definitely seconding that recommendation. Human Revolution is...flawed in just a few bits, but it's a really excellent game overall, and there are things it does right that no other game has ever done right.
So, far the only thing that looks interesting is Legend of Grimrock. Can anyone give a recommendation?
From what I've seen of it, it looks really good, but doesn't seem to have as much replay value as a game like that ought to have.
Terraria is pretty awesome. But it's most awesome when you can actually play co-op with other people on a server.
Portal 2 for $5 is pretty nice but I'm not sure if my computer can run it.
