Counterpoint: There's an entire Team Plasma headquarters based openly right next to a Gym Leader in Driftveil City, full of people who still have stolen Pokemon, and they aren't being arrested because they at least claim to be reformed.

So...basically, criminals and police in this setting are both complete idiots. This is why little kids have to fix everything all the time.

All evidence so far points to the reformation being genuine, after all. Thus the two groups; N's Plasma and Ghetsis' Plasma.
A big part of how the games' plots are able to work is basically because the police are complete dumbasses.

At least Black had an excuse- most of its members hid their villainy, you can't really arrest people for speaking publicly about how you should release your Pokemon, and only some special people could unlock Reshiram/Zekrom and face N.

Galactic Grunts were like terrorists. Cops were no good taking them down when there was only like, five or six cops in a place, compared to like twenty or more.
And, perhaps an even better counterpoint, the cops' weapons, in this case, are Pokemon, and what do the various Teams do to trainer's Pokemon?
If the cops aren't absurdly powerful, like the Champion or the PC, then the Galactic grunts can just steal their Pokemon, leaving Galactic even stronger while they're defenceless.
See above. Also, Giovanni was a high-ranking Gym Leader with a lot of influence.
Aqua's base was easy enough to infiltrate if you had Surf, but they could easily get away, but their base was complicated as fuck to navigate, and again, stolen Pokemon.
Magma's base was inside a volcano you could only enter if you had a Badge.
So there. That means all regions have an excuse then

^ True, but also take into account that they likely would have also swarmed the police, while with you they assume you're just some stupid kid who wandered in, except in a few cases but with those cases they think they can take you by themselves anyways
So you being a kid actually gives you an advantage over the police in that the grunts underestimate you, and by the time they've learned their lesson, they don't want to risk pissing you off by trying to get backup

I distinctly remember several cases where the Teams were out in the open, conveniently situated to be able to see where I was coming from and beating up several other members, and still being arrogant enough to think they could take me.
I don't think it's the age so much. I think it's the fact that you're just one person. Note how, any time you come in with anyone else- e.g. Lance, the Gym Leaders in Black- they're much less arrogant and a lot more cautious.
And then again, in Black, the Grunts are explicitly told to let you come, rather than swarming you with numbers and such. Then, one time, one of the Sages defies that order, and you have to fight off four Grunts in a row, and it's actually fairly difficult.
^ Well, either way, it goes to show that maybe the police (sans that idiot cop in Cerulean who manages to miss that the thief is RIGHT OUTSIDE THE GOD DAMN HOUSE STILL) aren't that incompetent and that it just happens to be that you're getting lucky that the grunts don't just decide to keep throwing everything they have at you non stop until you're on the ground, curled up, begging them to stop

Yeah, Hilbert/Hilda is pretty much the only PC who is literally destined to command a legendary dragon, so unlike the other heroes, they pretty much have fate itself on their side trying to set up a meeting with N, so it's sort of expected that they'd be insanely talented trainers
Nate/Rosa only acts in the same way as the past heroes, however, so over time they become very talented trainers on their quest
So I guess part them being kids, part them taking on the teams themselves instead of taking back up, part the enemy teams holding back for whatever reason, part luck, and part time (the longer it takes a team to stop the hero, the more momentum and skill the trainer gets, and the harder they'd be for the team to take down. For example, if Giovanni was at Mt Moon, or even one of his higher ups, then Red would have likely been stomped right then and there), with a dash of destiny in Hilbert's/Hilda's case
It's... not exactly that.
It's more of a case that Hilbert/Hilda have a drive the others don't. Whereas the other heroes have a bond with their Pokemon that strengthens them, Hilbert/Hilda has a massive dose of, well, passion, whether it's for truth or ideals. It's that drive that pushes them to confront Team Plasma. as they're not content to stand back and let fate take its course- where previous protagonists kinda got swept up in the moment, Hilbert/Hilda kinda threw themselves into it, or were propelled by N, who saw the same potential.
It's what eventually led them to face Reshiram. Even the protagonist of Platinum, who is forced to face down Giratina in battle, is expected to just KO Giratina and face Cyrus, and Giratina just wants to kill you.
I dunno what I'm really trying to say.
It's like, to the other heroes, their legendaries, and the Teams tied to them, were incidental, unnecessary. To Hilda/Herbert, Reshiram/Zekrom and Team Plasma were tied intrinsically to them.
I mean, compare the last Gyms in the third generation and the fifth generation.
In the third generation, the games' plot comes to a head just before the eighth Gym, and you have to face Kyogre/Groudon, or get Rayquaza down from the Tower, so that you can face the Gym.
In the fifth generation, the game's plot comes to a head after the Elite Four, and you have to face the Gym so that you can face Reshiram/Zekrom.
It's kinda difficult to explain, but I hope you get what I mean?
