...so either people were just idiots, or Jor-El gave him some kind of not-magic mindfuck aura or something.
The explanation was actually that he has a "super-hypnosis" power, which he was using subconsciously.
As I recall the current idea is that Superman vibrates his face in public just enough so that people don't recognize the traits he shares with Clark.
There might be more than one, because I've definitely read a comic that had the superhypnosis thing.
