As for the word, it's from the same root as "Wallachia", "Wales", and "Wallonia", which is to say, proto-Germanic *walhaz. Meaning "foreigner" or something like that, as in someone who didn't speak a Germanic tongue. Obviously enough it's apparently a borrowing. For much the same reason, you've got Slovaks near Hungary, Slovenes near Austria and Italy, and a bunch of similarly named tribes on the edges of the settlement range elsewhere. You don't need to differentiate between "us" and "not us" when everyone around you is some flavor of "us".
