    A staff has more range, power, speed and versatility than a short, dagger-like weapon like a stake. Because both ends are equally powerful, it's very hard to defend against. With staff training and an appropriate, stakey staff, the vast majority of vampires wouldn't be a hassle. They'd drop like flies, except flies are harder to catch and spray takes a minute to kill 'em. 

    Stakes were traditionally used to pin vampires to their coffins.

    There are only a few surefire ways to kill a vampire. These are written down in tradition for a reason- they are shown to be effective.

    Beyond that?

    Stakes are used in real-world lore. It wouldn't fit as well to see them using staves.

    I find half of the charm in the series is watching them overcome it despite their disorder. They're not ready for it and they don't want to deal with it. They just do, because if they don't, who will? But they won't make active preparations for it, because that would mean deliberately involving themselves in threats rather than reacting to threats that force themselves upon them.

    Hate to say it, but the Initiative is a kind of a boring operation to watch as main entertainment.
