Technically it doesn't really say one way or another... except I guess there's like one manga chapter where Mio and Ritsu talk about what would happen if one of them got a boyfriend.
Well, actually the plot's more the girls trying to become a better band. But of course this is usually ignored in favor of cute or funny things.
Because nostalgia.

Incidentally, the only person I know IRL that likes K-ON! is also a girl. Though not a highschool girl.
A lot of girls like Moe shows, even though they're aimed at men.
But hey, that just means more potential cosplayers.
It would make more sense if a show about high school girls was meant to target high-school girls. You know, the same way you know James Bond is aimed largely at men because he's a suave dude who beds eight women a day, and if women find that appealing then its a lucky coincidence.
