^^^^ That's pretty much a myth, actually. Getting welfare in the US isn't a matter of walking into a government office with a birth certificate; there's a pretty complex authentication procedure. And of course, no government office anywhere will take a birth certificate without checking that the number on it matches with a real live birth that's on record. If anything, people end up not being served by the system because they can't navigate the bureaucracy. Also, it's spelled 'welfare.'

Now, if we're talking Capitol Hill, I don't trust anyone directly, but I look at who they associate with, and pay attention to what their reputation is.
