    Yeah, the master ball is generally reserved for catching Mewtwo, or maybe one of the three legendary birds (Articuno, Zapdos, Moltres), all of which have ridiculously low catch rates and are otherwise a giant pain to catch. Not to mention that, in gen 1, there's only one of each of them, so if you actually defeat them (rather than weakening them then catching them), they're gone forever, so whittling down their HP might not only be tedious and difficult, but possibly risky. (Though thankfully the game doesn't autosave, so if you mess up you can reset and try again.)

    FYI, Mewtwo's at a whopping level 70, as a wild pokémon, whereas the "final boss" you need to beat to get to the ending only has mons up to level 65; the cave Mewtwo is in is itself postgame material anyway and is blocked off before you beat said final boss. (The three legendary birds are level 50, which still basically makes them late-game climax encounters, particularly given how good their stats are.)

    Fearow and Tentacruel can be found in the wild as uncommon mons (in unlimited number), but aren't particularly hard to catch. Perhaps more relevantly, they can be caught in their prior evolution stages, as Spearow (which is very common early in the game), and Tentacool (which is reasonably common once you get the second or so fishing rod), and just leveled up to evolve into Fearow and Tentacruel.

    To see such a thorough and knowledgeable post written about Pokemon minutiae is an uncommon experience, but nonetheless a satisfying one.
