The joke is that Belarus is a big potato producer or something like that, I don't know for sure where it came from, but the memes depict Lukashenko as a simpleton obsessed with potatoes. There's a different meme where he embarrasses Putin by suggesting to "drop a nuclear potato" on Ukraine.
