Not sure if this is apocryphal, but still amusing.
Recently, I've been told a story involving a local military school. The students were regularly issued a set of uniform as the regulations demanded, but it was, in truth, unnecessary, as the uniforms did not wear out as quickly as they were replaced. Many (most?) of them, having neither a need for them, nor any innate sense of frugality, just dumped them around the campus. This in turn attracted the homeless and bums, for whom this was a textile equivalent of free buffet. End result, all the local bums walked around in full parade regalia.

It is, however, like the seagull, regarded as a "trash chicken" by some people -- in the sense that it frequents the dumpsters behind fish processing facilities. An Alaskan once told me that he offended a Texan by saying this. And also by pointing out that Alaska is bigger than Texas. (I feel like I've told this story on IJBM before...?)
