EoE said everyone got tang'd, which means that everyone's souls can all reach each others'. If you observe ep 26 you'll notice that you have people talking without their mouths moving. One could infer that this is their souls reaching out to Shinji's soul and telling him that the world isn't so bad after all. The scene is clearly all in his mind anyway.
