Perhaps in the near future, some families of anime fans will teach their children how to be moe and it will develop in them naturally. Then again, that's also horrible on it's own merit, just like naming your child Kamina and trying to force him to watch TTGL when he's younger and emulate Kamina as a role model.

I think you might want to lower those standards a bit.
I think there are real people who could be described as moe if they were anime characters, but thankfully their personalities are invariably more complicated than that.
