It's considered obstruction of justice. By paying for them, you are preventing those who stay longer than they paid for from being caught.
I'd argue against paying for others being illegal, but if everyone paid dilligently or had others pay for them, they'd have to raise the meter rates, because the fines bring in more cash than paying users do.
Well anyone up for a little misdemeanor? Just need about $10 in quarters and a sneaking suit because this is a sneaking mission.
