    Mr. Freeze and Poision Ivy were both pretty wealthy before they were criminals, IIRC. I think there was someone else I was thinking of, too, but I can't think who now...

    And before the supervillains showed up, he was focusing on the successful mob bosses, who I think would've needed successful fronts to claim as a source for their wealth, lest they be thrown in jail using tax evasion as an excuse.

    Only Falcone, I think. For whatever that's worth. After that, the crazy guys started to show up. Also, you need to remember that Batman's Rogue Gallery does not require superpowers. Most of his recurring enemies are just batshit insane.
