I went up there, checked out these rooms out of confusion/curiosity, then walked back down the stairs to the left. Walking down several flights of stairs, I eventually came across a set of stairs where the last step was a dark brown wooden platform about waist-high above the floor. (On this level I started to see some shops.) I discovered that this was because, to go to the floor below, I need to duck underneath this platform in order to get to the next flight of stairs down.

My dream presents one solution.

Of course, the simpler one is to simply build the lower flight of stairs wider. And failing that, one can try swinging/climbing onto the desired set of stairs.

Or just press down+jump.
