I think this was a style that was popular for a while . Shows like Earth Girl Arjuna regularly employed it. The last time I really saw it though was Aku no Hana, and there it was combined with rotoscoping.

It might be something similar, UtaPri and Elements Garden in general love to reference super random things.

I was gonna remark that Elements Garden seems to use "rule of cool" with regards to the music they write, but that perception of mine may be related to the fact that I mostly know them from Symphoogear.

Though Nana Mizuki's songs do also tend to have a thing for stylistic flair, which is again consistent with this perception.

I'm not sure if that's much of a distinction since a lot of series exist to push their soundtrack's content as the main product.

Though Symphogear is actually not one of those, surprisingly(?)

The whole point of the joke is the whole "I won't get a basket because I'm only in here for one item" or "I'm only getting 3 or 4 things and having a basket for that seems excessive" mentality.
