Not saying that's what you're suggesting, Inkblot, but now's as good a time as any to mention it.
All criticism is constructive (or worthless) depending on the one subject to it. Not on the people doling it out. How politely it's worded is pointless and has nothing to do with the actually quality and value of what criticism communicates.
Wording it poorly is shameful and dickish, however. "Your story sucks get the hell out you ******* bastard" is rather idiotic and cruel. It does communicate useful information, however (specifically a person's disapproval and so on).
