I'm not saying that it's anything great, even by Shounen standards, but at the very least it has some sort of overarching narrative and is willing to change up its cast.
Hell, he got offered a position as a Frontier Brain. I think the only reason why they had him face a guy with a Darkrai and Latios in the Sinnoh League was because the Frontier > The Elite Four
As in that's the point where the guys behind the anime have to go, "Oh shit we shot ourselves in the foot here"
And Ash defeating the Regis isn't special. They are the weakest legendaries in the Anime, if I recall, delegated to the position of first line defence for ancient structures (hell, the fact that a Frontier Brain caught all three says something)
And Articuno? Well, Ash faced that with his Charizard and still nearly lost (despite that thing being stronger than even Godchu the God Pokemon)
They're the most confusing Legendaries, in that canonically there's more than one of them anyway. They've always been noted as being the weakest Legendaries, probably because they're only reproductions of Regigigas.

Also, there are canonically more than one Articuno, Lugia, etc. in the anime
...The episode with the baby Lugia was weird since it took place after the second movie

Who, when being locked away... locked away the Regis he made... Which could be unlocked and used to unlock him...

There was also that Entei Charizard fought to a standstill. Though it wasn't really an Entei so much as Molly's dad turned into an eldritch spacetime wedgie the approximate size and shape of an Entei and may have been more powerful than the real thing.

Well, it describes a not-so-abstract concept from the metagame of the franchise.
That's a mechanic, not the concept the mechanic describes.
Tiers aren't mechanics; they're conditions imposed on the game by players. But my original point was that the word "tier" also already carries an association with Pokemon, at least to certain people.
