I can't imagine why a manga with a premise revolving around a class of high-school girls who have a crush on a ten-year-old isn't popular in the US...

Also, Naruto and Bleach have the anime, both of which air on TV in the US, to act as advertisement for the manga.

Also, Fullmetal Alchemist is one of the bestselling manga in the US, so it's not as though good shounen gets ignored, but again, that one had a popular anime -- in fact, two of them now -- that aired on American TV as well.

Negima does apparently sell well enough--it's apparently one of the few ones that can put a dent in Naruto's numbers...but it's not popular enough.

Also, it's more about fighting and epic magical shit than any type of romance.

Oh, and there's also the fact that the first couple volumes of Negima are famously not great and totally different from the later stuff. People who don't already know of the series are likely to assume it stays like that.

@DYRE: Normally I'd be the first to point that out, but in this case the complaint still makes sense if you read "shounen" as "manga for teenage boys" rather than "Dragon Ball clones".
