Ninety nine times out of a hundred, an argument for free speech talks about "My rights", leading to claims that bullying victims should just "deal with it (in other words, my rights are more important than theirs)" and ridiculous equivalences like comparing taking away the right to verbally abuse someone to North Korea-esque totalitarianism.
I'm pretty sure that most sane people agree that hate speech is bad and that something ought to be done, but the real question is where to draw the line between what is acceptable and what isn't, and if bad hate speech laws are preferable to no hate speech laws. Such laws, if too loosely defined, can be disastrous. If hate speech is defined as "harmful verbal expression", we may as well ban insults since many people find insults harmful.
To some degree, public ostracism can regulate things just fine. Of course, there are a lot of cases where ostracism fails or ends up being misdirected.
