Because for some reason I haven't yet seen this phrase used in context of, dunno, Hitler or the like, it's always when the proles don't want to vote like the academic left wants them to.

  For whatever it's worth, that idea is commonplace among oppositors, with the prole lumpen buying into government propaganda or simplistic arguments. With the amount of bullshit believed by non-radical, non-ideological, non-plugged chavists and a good chunk of apoliticals, it's hard not to agree.
