A Chaotic Evil character can still follow laws if they're being intimidated into doing so. It's mentioned that the Orcs are following Sauron out of fear, but even when not under Sauron's control they're still portrayed as dicks.
It's really got to do with their culture of repressive control, backstabbing, and power-plays than just being an "orc". Those are things one doesn't just get over when the fallen angel isn't telling you to do things or goes off and dies.
