No, you go into the main menu and un check the Silly Mode toggle button.

I know he was joking, man.
He was implying that the entire game is silly, so having a "silly mode" is redundant because the inferred ridiculousness of the entire game effectively creates a silly mode the second you start playing the game, so exiting the game would turn that silly mode "off".
