    I can definitively say I have heard black people of multiple nationalities talk. African American, Indian, Australian Aboriginal.

    To be fair, I've seen black people on Doctor Who who have British Accents in their voices, I've seen Billy Dee Williams play the Acting Director of GDI in C&C3, where he laid on the Han Solo-esque silky tone and I've heard the possibly South African voices of Brink.
