That...is the funniest thing.
"Bribe money supply"
That's not entirely a fair way to put it. He was saying, "Well, if you want us to contribute to your campaigns, you'd better support the legislation we like." Morally, I think this stinks, but there's at least two differences with bribery (1) this isn't direct payment in return for a desired outcome, although the practical effect may be the same and (2) this isn't illegal.

A smart politician could easily use this threat as a way to gain a good deal of positive publicity. Everyone loves a politician who demonstrates a reluctance to accept bribes (even the legal kind).
