Context is key. I think we can all agree that a speech about how expanding into new territory is important for a growing population is somewhat acceptable until we learn that it's from Adolph Hitler.
Being for a terrible thing doesn't make it not a rousing speech by definition, though.
Aren't the only two requirements for a rousing speech just that something is a speech and that it, well, roused people?
That seems objective enough, and doesn't really have anything to do with who said it.
Yeah, even if it roused people to do terrible deeds, it's still a rousing speech, as it's intention is to encourage people to do something.
