Steam sometimes changes base prices unexpectedly
For example, the base price of Aquaria is $19.99 according to the developer's own direct purchase website. I'm pretty sure it used to be listed at that as a base price on Steam, but now its current base price is $9.99.
A more recent example is Portal, which was listed at $19.99 base price recently (though discounted -75% to $4.99); it is currently listed as $9.99 base price (though still discounted -50% to $4.99).
