In principle, yes, he absolutely should be arrested for war crimes. If any other country (except Russia or China) did the things his administration did, they'd be condemned for it by the international community.

Though he would hardly be the only US president. Noam Chomsky has been pulling the accusation that every post-war US president would be found guilty under Nuremberg Laws long before this (though he then goes on to criticize the Nuremberg Laws themselves).
