So I make an avatar for TV Tropes, run it through OptiPNG, and it comes out at...20.3 kB. Annoying!

Indeed, just find a png to jpg converter.

The whole images system is obtuse as hell though.

I just save it as JPG when I crop it with good ol' Paint.NET.
