I dunno, in Spanish is used when a "C" has "S" sound next to a "A,O,U"

Because the English S actually makes an «s» sound, unlike French where it's silent or something like that.

Spanish doesn't have those things. Thank God; the accent marks over words are ridiculous enough already.

Seriously, all languages need to do away with these kind of marks. Just makes them harder to learn and use, specially in computers. The right sound or whatever can usually be known from context.
