    The issue with this kind of thing is always going to be initiative. It seems like this guy's been hurt a few times because the more ruthless drug dealers and such strike first. To pull this off safely, you have to be ready to intervene without herobabble or anything. No need to announce yourself if you don't have to, either. Just take the fight to the bad guy immediately or don't do anything.
