All the heavy lifting decision making seems to be done in TRS, so what purpose do the discussion pages serve?

Keeping the bitching off the main page, I suppose. And arguing over single entries.

I tend to enjoy reading discussion pages for the differing viewpoints, particularly for opinionated wikis dealing with controversial subjects like RationalWiki.

It seems that TRS actually exists because barely anyone actually used the discussion pages, mostly because the format of TvTropes pages encourages editing and forgetting rather than collaboration to improve the page.

If you, on the other hand, made it impossible to change the page without someone first proposing a change on the discussion page and then having at least 5 people seconding the change, then you might see more use of the discussion page.
