Yes, we are. She enslaved the Winkies and is threatening to kill a bewildered sixteen-year old girl over a pair of shoes that said girl is physically unable to remove. Okay, granted the Wizard is a liar, but the citizens of the Emerald City appear to have a better quality of life than the denizens of Winkie Country. And yes, the way the movie handled the plot made Glinda look like a bitch, but that still doesn't make the Witch any better.
