Female clothing sizes are not standardized

Men's clothing mainly uses absolute measures in terms of inches, at least as far as pants go. Women's clothing uses numbers that mean fuck all in terms of reality, and every store is different because of vanity sizing and such. Why is this? Why can men's pants just measure the length of the waistband in inches whereas women's pants go for numbered sizes that were dreamed up in some designer's head, with no hope of standardization?
