Hmmm...that's not something anyone would do at random. I wonder what sort of system's in place in one region but not the other that made it impossible to do the more advanced version in both places?

Maybe it's similar to how Microsoft doesn't like to allow detailed level editors in games, because it allegedly harms DLC sales or something?  I know the PS3 has Little Big Planet, but presumably that gets a pass due to being published by Sony.
