It might have to be a very unusually-weighted hammer to be propped up quite THAT far out (unless the photo angle is deceptive and the head is further in than it looks), but the general idea is sound. Center of gravity really does work that way.
But wouldn't the overall force on the ruler still be downward, thus causing it to slide? I mean, friction can only do so much, and it's really close to the edge.
If you mean rotate off the table, it looks like the center of gravity is on the left side of the edge, at that point friction makes it harder for it to fall off.

Probably took a lot of attempts to get it right if it is real. The angle is annoying because it makes it hard to tell where exactly stuff is.

Think of it this way: in order to be held up, the ruler has to be experiencing a support force on that tiny contact area.
Now think of that contact area as a pivot. If the system's center of gravity is to the right of that contact area, its weight generates torque to rotate it to the right, and it'll lose that contact area and support force, and then fall off. If the COG is directly under the contact it's pulling straight against the pivot, there's no rotation and it's stable -- if it's to the left it'll be rotated against the surface and is also stable.
The neat thing about that is that if you get a stable scenario, it's really stable. Like, you can prod it around a bit and it'll just swing back into equilibrium.
