I know of a road like this. Can't say about fog, but - while during the day it's completely mundane, at night you can't see there's houses around and it looks like you're in some sort of American horror movie.

^^ Polish horror movie has been produced only a couple of times and each time it was lame and unscary, if that counts as a difference. So, there isn't much to compare to. Some werewolf period drama from the Eighties is about the most I can say. There also was an equivalent of "Plan 9 From Outer Space", if that qualifies as SF-horror.

edit: there also was "Dybbuk", which was Polish-Jewish ghost story from the interbellum, but I don't know if it was more horror than drama or the other way round.

The joke is that: a) the current "eminence grise" of the government looked a lot like Pablo Escobar in his youth; b) current minister of foreign affairs spoke in one of his rants about "San Escobar", which seems to be an accidental conflation of some South American country with the TV series about Pablo Escobar; c) that it's already been a meme to compare politicians with TV characters.
