There is a set amount of matter in the world.

In order for you to significantly increase the area of land on the surface, you would have to summon a lot of that magma that lies underground. I am fairly sure that releasing that much magma from underground would have catastrophically disastrous consequences for all those land-based Pokemon you are so fond of; not the least of which would be the epic volcanic ash cloud that would cover the atmosphere for weeks, sending the planet into an Ice Age that would kill off 80% of the Pokemon you're trying to protect.

Team Aqua, you're no better. What do you think a bunch of tsunamis are going to do, make a puddle in Hoenn? Whether you like it or not, at the end of the day, Hoenn is still going to be above sea level. If you want to submerge the land mass of Hoenn, well, there's a perfectly good Arctic Region waiting to be melted up north. And you probably won't find any ten-year-old-kids up there, either.
