Why does he fight crime in the least efficient way possible? He could probably cut crime in two by using half of what he uses to make absurd bat-themed jetpacks to create economic opportunities for impoverished young people and keeping younger kids off the streets, and giving them more easily obtained post-secondary education.

I think Batman acts as a deterrent. Wouldn't you be less likely to commit a crime if you knew that a nutjob in a bat costume might drop out of the sky, beat you to a pulp and leave you hanging upside-down outside of a police station?
