Not really the same, but related and amusing is how signs always seem to put quotes around... damn near anything, for seemingly no reason.  "Employees" "Only" indeed.

It's called a 'scare quote.' However, by the current edition of the AP style book, this is only to be used during Halloween or similarly frightening holidays, like Black History Month.
