Rhetorical Questions as Argumentation

I get that rhetorical questions are meant to engage the audience in a debate, but the way they are often used is arrogant. What's the point of asking a question that you're just going to answer yourself, even when that means ignoring copious amounts of evidence against your presumed answer?
