No, egregiously rushing the counterpoint section doesn't make you "technically skilled and able to play things fast", it makes you completely missing the point and it sounds like a cross between decent classical and a limping horse on crack.  Which is somehow worse than just the limping horse on crack.

    I don't know, but this guy comes in on the atrium piano every day and his repertoire consists of two songs, one of which he's a wee bit overconfident on.  It's got a counterpoint section in the middle that would probably be beautiful if the two voices were playing at the same speed.
