Actually, as bad as our sheriff's office website is, I think our police department site is closer to what you're talking about.

Actually, government websites in general seem to be a haven for bad web design. Probably because, unlike commercial websites, there's no real competition for visitors.

I once a saw 50000x50000 pixel website full of gibberish created by a local politician in California, that took around 45 minutes to completely load. I've spent ages looking for it again, but I never could. I made a thread about it, but it's long gone. It's annoying, knowing a site is lost forever.
