I agree that it is kind of strange, but I think that decoration on toilet paper is geared more towards making a bathroom look nice than anything else. I suppose you could say the same thing about disposable decorated napkins that will quickly be thrown away.

I could be wrong about that though. I am not really a home decor expert.

I've never seen a gas station bathroom before, but assuming based on what a public toilet tends to be, I believe keeping it clean looking would avoid that result.
