People who use "grow a pair" as a valid rebuttal

Do you ever have this kind of person, the guy who whenever you're angry, annoyed or just plain pissed and you make it known, the first and only thing he can come back with is "grow a pair, shut up and ignore it". It becomes even more annoying when you don't even bitch all that much, you just start one day for perfectly valid reasons and they suddenly act like you never shut up. Tell them you don't like a show they do, "grow a pair", tell them that you're getting annoyed by people saying a few things that are clearly pissing you off, "grow a pair".

Is this an American thing or an individual thing because it basically comes off as another form of "deal with it" which I have to say gives me a perfectly valid excuse to kick you in the balls. Seriously, I can not stand the assholes who feel that you are never allowed to express a negative emotion and you have to suck it up and always be happy. It's sort of like when you're a kid being bullied and the parents say "ignore it", you know very well that that's a fucked up way of going about it but you can't talk back because either you don't know what to say or it'll end up in a cycle of repeating the same thing.
