Very dense nearly-urban suburbs
These are a problem in a different way from suburbs. See, suburbs are pretty much built on the assumption that everyone has personal transportation. So things like driveways and garages are pretty common, and people keep their cars there.
But then you get very dense suburbs, such as outer suburbs in New York City, where there is precious little space to park your car (parallel parking on the street if you're lucky, or you pay through the nose for a parking spot in an outdoor common lot if you're living in a high-rise condo/co-op...yet you still need a car to get to most places because public transit doesn't serve the area you're in well enough (basically, you're looking at taking, say, bus and then subway in order to go much of anywhere outside your neighborhood).
