How bloody difficult it is to make legends for my game

It's not so much as coming up with ideas as it is making it flow when read. I can do it with some, but others seem more suited to a blurb of info "gathered from people". And fine, I have no issue with that Except when it's a legend I want in a specific style Specifically, the thing that is causing me issues is a Tom Bombadil like character (Trying to make a free and peaceful spirit who likes people provided they don't bring ill will with them. To be more specific, I'm trying to strip some of the WTF from Tom Bombadill, add traits that resemble emotions I get from listening to a specifoc song (sort of a sense of wonderment and joy), and then adjust for the time frame in Illusoria in which the legend would have come about, along with adjusting for culture in the game)) Heck, just typing that out helped solidify everything, but yet I just can't seem to get the flow correct Maybe I should scrap what I have and restart the whole story for him...
