Creepy is awesome. Creepy is a special flavor of style that is completely worthwhile when done right.
There are many kinds of creepy, and while not all of them are good, many of them are.

I, for instance, try my hardest to avoid being creepy, and would likely be upset if I were on someone's list in that category.

Creepy can be applied to a lot of things in an OK manner, while scary or frightening cannot. Again though, I guess this is heavily personal opinion based.

I guess that makes sense. So it isn't supposed to be a good thing normally, which is why it works like this.
I may have some bias though because I tend to find mostly happy, calm things enjoyable and I greatly dislike conflict. I am also really not a fan of horror movies or the like because I do not like being scared. However, I understand that some people get a thrill out of that kind of thing.

I also would say the same about various monsters from urban legends, like the Flatwoods Monster, Indrid Cold, the kuchisake-onna, poltergeists, Nandi bears, shadow beings and the Dover Demon. While I wouldn't 100% rule out the idea of any of those existing, none of them strikes me as a likely or immediate threat to my personal safety.
